Monrovia, Liberia – January 17, 2025: The Environmental Protection Agency of Liberia (EPA) has officially opened a new office at the Freeport of Monrovia, marking a significant step toward enhancing environmental safety and monitoring at the country’s largest port.
Speaking at the dedication ceremony, Dr. Emmanuel K. Urey Yarkpawolo, Executive Director of the EPA, emphasized that the establishment of the office underscores the EPA’s commitment to ensuring effective and robust monitoring and regulation of chemicals imported into Liberia. He noted that this initiative is a proactive measure to reduce environmental risks and protect public health.
In a brief statement, NPA Deputy Managing Director for Operations, Hon. Emmanuel M. Horton, commended the Environmental Protection Agency (EPA) for opening an office in the Freeport that will help address some of the environmental problems and protect public health in the Port. Hon. Horton said the presence of the EPA in the Port will play a pivotal role in bolstering safety measures and promoting environmental sustainability within the port’s operations.
He pointed out that the opening of an EPA office at the Freeport of Monrovia represents a collaborative effort between the EPA and NPA to safeguard Liberia’s environment and foster sustainable development.

NPA Delegation Participates in the West African Monetary Institute Forum in Freetown -Sierra Leone
A high-level delegation from the National Port Authority (NPA), led by Hon. James R. Bernard, Deputy Managing Director for Administration, is participating in the West African Monetary Institute (WAMI) Forum, taking place from December 2 to December 5, 2024, in Free Town, Sierra Leone.
The four-day forum brings together key stakeholders from across the sub-region to deliberate on matters related to monetary integration, economic stability, and financial collaboration within West Africa. The Liberian delegation comprises representatives from the NPA, the Ministry of Finance and Development Planning, and the Central Bank of Liberia.
Hon. Bernard’s leadership of the NPA delegation underscores the Authority’s commitment to fostering regional partnerships and aligning Liberia’s port operations with broader economic and monetary strategies in West Africa. The Anchors soccer team yesterday defeated Mighty Enforcers FC 3-2. The game, which was played on the SKD Practice Pitch in Paynesville, was characterized by huge excitement from fans of both teams.
In the first half, the Mighty Enforcer FC led NPA Anchors 2-1. The second half created firepower from the NPA Anchors, which led to the equalizer. Striker Jefferson Yakpa struck from inside the 6-yard box in the 67 minutes to make things level.
Mighty Enforcer’s defense succumbed to pressure in the 90th minute from a clinical finish from inside the 6-yard box by Skipper Praise Tweah. This vital victory takes NPA Anchors to 17 points in the LFA Second Division league.

The seven-member NPA delegation is headed by Harbor Master Captain Samuel M. Lynch. Auction Details
- The Public Disposal Booklet, which contains a list of all auction lots, will be available for purchase from Monday, November 18, 2024, to Saturday, November 23, 2024, at a non-refundable cost of US$100.00 at the cashier section-finance department.
- The booklet will be sold in two categories: Scraps and Marine Equipment.
Important Requirements
For Heavy Scrap Bidders: You must provide proof of authorization to buy scrap materials and demonstrate your
ability to
remove the scraps from NPA’s premises within the stipulated time frame. Required documents include:
- Business Registration
- Tax Clearance Certificate
- Scrap Broker License or Dealership License
Forms/Letters of Intent: Must be individually enclosed in an envelope and addressed to the Disposal Committee with the specific Lot # (number) of interest clearly indicated. These forms will be provided by the Auction Committee.
Auction Process
- The auction will be conducted via a sealed bid. Bids will be evaluated by the Disposal Committee, and the highest bidder for each lot will be declared the winner.
- No sharing of booklets will be allowed. Only one bidder per booklet.
Sealed Bids: All sealed bids must be submitted into the appropriate boxes at the designated location. Incorrectly submitted bids will be disqualified.
Important Notes
- Tie Bids: If two or more bidders offer the same amount for an item, the tie will be broken by alphabetical order of first names.
- Late Bidders: Late submissions (after 11:15 AM on Saturday, November 23, 2024) will not be accepted.

National Port Authority Hosts In-House Training for Claims Department Staff
Monrovia, Liberia – November 14, 2024: The Claims Department of the National Port Authority (NPA) last week launched a two-day in-house training session for 23 staff members from its Department, The training, aimed at enhancing staff capacity in critical operational areas, run from November 5 to November 6, 2024, at the NPA headquarters.
Speaking at the opening ceremony on behalf of NPA Deputy Managing Director for Administration Hon James Barnard, Chief of Office Staff and Senior Director Madam Vashti Sirleaf commended the Claims Department leadership for their initiative in building the capacity of their staff.
Madam Sirleaf stressed the importance of skills development within the NPA, which contributes to the professional growth and performance of NPA employees.
For his part, the Executive Director of Training at the NPA, Emmanuel Gonquoi, lauded the initiative of various departments in helping to provide training for their staff, however, he pointed out that the training department has completed a comprehensive training package that will benefit all staff of the NPA when rolled out.

Port of Buchanan Fire Service Department Trains Boat Crew Members on Essential Fire Safety Measures

One of the priority measures of the National Port Authority (NPA) is to ensure safety across its ports in the country. The Fire Service Department at the Port of Buchanan recently conducted training on fire prevention and extinguisher use for boat crew members and port staff. The one-day training focused on enhancing preparedness and response skills for fire emergencies, ensuring both the safety of captains and passengers.
The theoretical training also encompassed hands-on demonstrations and practical exercises, giving participants a strong foundation in the proper use of firefighting equipment, effective evacuation procedures, and other vital safety protocols. This interactive session was led by Mr. Jerry Barway, Acting Fire Service Commander of Buchanan Port, who underscored the unwavering commitment of the port’s senior management to prioritize client safety and protect all assets.
“As maritime activity increases, it’s crucial that our boat crews are equipped with the knowledge to prevent and address fire hazards. Our goal is to establish a culture of safety, readiness, and resilience at every level,” Mr. Barway stated, emphasizing the importance of tailored firefighting tactics in marine environments.
The training was part of a broader strategy by the National Port Authority’s Fire Service Department to maintain a vigilant stance on safety. Mr. Barway, who recently assumed his role, is advancing initiatives to modernize fire safety practices and reinforce the department’s operational standards.

ITALIAN NAVY VESSEL BORSINI CALL AT THE FREEPORT OF MONROVIA
Monrovia, Liberia – November 6, 2024: An Italian Naval Patrol Vessel, “Comandante Borsini (P491)”, over the weekend ducked at the Freeport of Monrovia as the guest of the Liberian government aimed at strengthening Maritime security within the Gulf of Guinea.
Speaking at a ceremony held on board the Vessel, the commander of the Italian Naval Patrol Vessel “Comandante Borsini (P491)” The Captain Naval Vessel Ugo Giglio said he and his crew were honored by the presence of NPA Managing Director Hon. Sekou A.M. Dukuly and the Diploma corps as well as an array of government officials onboard the vessel at the Freeport of Monrovia.
Captain Giglio said the Italian Navy every year carries out two deployments in the Gulf of Guinea as an exercise in the area to reinforce Maritime Security which is called “the Obangame Express and the Grand African Nemo”. Additionally, the initiative, according to him is intended to strengthen and improve the level of cooperation and interoperability with navies and coastal countries of the Gulf of Guinea.
Captain Giglio, who emphasized the importance of this exercise, furthered that it supports the local population by securing direct delivery of medical equipment, medicines, toys, and other services to countries in the Gulf of Guinea. He also said that guaranteeing Maritime Security underscores actions aimed at protecting not only the National interest at sea but also ensures the deterrence and fight against terrorism and illegal activities such as illicit and human trafficking, pollution, destruction of underwater infrastructures, exploitation of Marine resources and especially in combating the phenomenon of piracy at sea.
For her part, European Union Ambassador to Liberia, Nona Deprez, described the arrival of the Italian Naval Vessel to Liberia as a milestone and the opening of a new chapter in the EU’s commitment to fostering relationship with Liberia and West Africa and is a testament to the bonds of friendship, and cooperation that unite Liberia and the European Union.
Ambassador Deprez said that maritime security in the Gulf of Guinea entails risks and threats ranging from piracy and armed robbery at sea to the consequences of illicit, unregulated, and unreported fishing (ICC), including trafficking of drugs and arms, human trafficking at sea, criminality in ports which affect pollution and climate change on the Maritime environment and its users.
The EU Ambassador said the Naval operations, which are conducted by the EU under the common security and defense policy, implement coordinated Maritime Presences (CMP). This tool, according to the Ambassador, will enhance the coordination of existing member states Naval and air assets present in specific areas that are of interest to the EU around the world.
The EU’s support to the Gulf of Guinea region in the field of Maritime Security remains focused on the operationalization of the Yaounde interregional Architecture, Ambassador Deprez stressed. According to Ambassador Deprez, since the launch of the Maritime Security Presence concept in 2021, it has increased the EU’s capacity to act as a reliable partner and Maritime security provider in line with the EU’s integrated approach.
Also speaking at the ceremony NPA Managing Director Hon. Sekou A. M. Dukuly lauded the initiatives of the Italian Naval and the EU aimed at providing Maritime Security in the Gulf of Guinea against pirates and on sea armed robbery, illicit drug and human trafficking, and pollution.
Hon. Dukuly said the National Port Authority, which is the gateway to the Liberian economy, needs immense support from the National Government, which would affect the infrastructure development of all ports in Liberia. He praised the European Union for its aid in the region aimed at building the capacities of all actors involved in the implementation of policies intended to secure the region’s waters.
The NPA Managing Director said the allocation of twenty million (20M) United States dollars by the European Union for the new Safe Seas for Africa program that began in 2024 and is expected to end in 2027 is commendable.
The NPA boss called on West African countries to work together on Maritime security, adding the responsibility to protect the oceans and preserve the marine ecosystems for future generations remains an obligation of all Africans.
The Program was attended by Foreign Minister, Sara Beysolow-Nyanti, British Ambassador to Liberia, US chargé affairs, French Ambassador to Liberia and array of government officials.

By the Standard Administrative Procedure under Sections 1535 and 1536 of the Modernized Customs Code of 2018 (part V of the Liberia Revenue Code) and Chapter 54 of the Act creating the National Port Authority (NPA), the NPA is mandated to auction all abandoned items that have remained within its premises for 90 days or more.
The Auction Committee hereby informs the public that the following unit and loose cargos have exceeded the 90-day clearing period and are declared abandoned.
Owners of these items are encouraged to take advantage of a 10-day reclaiming period from Monday, October 28, 2024, to Friday, November 8, 2024, to clear their items.
Owners should visit the Auction Committee office at the Freeport of Monrovia with proof of ownership, including a Delivery Order, Original Bill of Lading, and Payment of Government Duties.
Additionally, owners must pay US$5,281.81 for a 40 ft container and US$3,207.00 for a 20ft container.
Failure to clear these items within the 10-day grace period will result in a public auction.

National Port Authority The management team of the National Port Authority recently embarked on the refurbishing of the clinic at the Freeport of Monrovia.
The initiative is geared towards providing its employees and port users with the needed medical assistance while at work. The clinic is now equipped with drugs and medical equipment.
The facility of the clinic was toured by the Deputy Managing Director for Operations, Hon. Emmanuel Horton and the Comptroller Mr. Varney Bafalie.
The management also purchased an ambulance to be used to enhance the work of the nurses and hard-working
staff of the
clinic.

The High Commissioner of the Republic of Namibian to Liberia and seven other countries in Africa, Selma Ashipala-Musavyi, yesterday paid a courtesy call on NPA Managing Director Hon. Sekou A. M. Dukuly at headquarters of the National Port Authority in Monrovia.
Welcoming Commissioner Ashipala-Musavyi to the National Port Authority, NPA Managing Director Hon. Sekou A. M. Dukuly expressed profound gratitude to Commissioner Ashipala-Musavyi for the visit, emphasizing it as a milestone in promoting and further strengthening the relations that exist between Namibia and Liberia
Hon Dukuly informed the Namibian High Commissioner that the National Port Authority, which is the gateway to the Liberian economy, is responsible for 95% of the country’s GDP that comes into the country. He said he is open to bilateral engagement that will bring support and training to the four ports, Monrovia, Buchanan, Greenville, and Harper in Liberia.
He said his administration is laser-focused on ensuring that Ports in Liberia operate efficiently and effectively to fully contribute to the economic growth and development of Liberia. Adding this can only be done when the capacity of these ports is built. He said he looks forward to visiting the Port of Namibia to see the level of development taking place there.
For her part, the High Commissioner for the Republic of Namibia, Selma Ashipala-Musavyi, lauded Hon. Dukuly for the warm welcome and said she was impressed by his vision and enthusiasm to restore the National Port Authority to number one in the Mano River Basin.
Madam Ashipala-Musavyi said the Namibia port currently accounts for about eight hundred TEU operations, and there are plans to increase that to sixteen hundred by next year. She said the Port of Namibia is heavily involved in manpower capacity building and port technology, highlighting that Namibia spends billions of dollars expanding its port in Walvis Bay to secure sea lanes and establish itself as a maritime powerhouse on the continent. Its efforts are also designed to capitalize on the growth in shipping demands, business, and recreational uses.
According to Madam Selma Ashipala-Musavyi, the Namibian Port Authority is well on the trajectory of realizing its vision of becoming the best-performing seaports in Africa She said that during the past two decades, Namport has recorded substantial growth, in both size and significance, from a minor national port to a key regional and international role player.

NPA boss Commissions a New Fleet of Vehicles to Enhance Port Operations and high performance. October 24, 2024 – Monrovia, Liberia – The Managing Director of the National Port Authority (NPA), Hon. Sekou A.M. Dukuly, has officially commissioned a new fleet of vehicles to bolster operations at all four NPA ports—Freeport of Monrovia, Buchanan Port, Greenville Port, and Harper Port. This strategic move is focused on boosting operational efficiency, increasing high performance, and enhancing employee morale across the Network.
The commissioning ceremony took place yesterday at the NPA Headquarters in Monrovia during the display of the vehicle. Speaking at the ceremony, Mr. Charles Massalay, Executive Director for Procurement at the NPA, lauded Hon. Dukuly’s unwavering commitment to maintaining a competitive and transparent procurement process to facilitate the acquisition of the new vehicles.
The fleet, which consists of eleven pickup carbines, a fire truck, and a state-of-the-art ambulance, was handed over to Senior Management by Mr. John Siaway, Senior Director for Transport. Mr. Siaway said that in his 18 years of service at the NPA as fleet manager, this is the first time the Management of the NPA has purchased an ambulance that will benefit its employees. He assured the management that the fleet would be properly maintained by the Transport Department.
Hon. Emmanuel Horton, Deputy Managing Director for Operations, received the keys on behalf of the Senior Management and expressed gratitude to the Procurement and Transport Departments for their efforts. He emphasized the continued support of the NPA’s leadership in improving the institution’s operations.
In remarks, NPA Managing Director Hon. Sekou A. M. Dukuly praised the workforce for their dedication and hard work, highlighting their role in driving productivity and ensuring high-quality services across the ports. “The procurement of these vehicles is just one of the many initiatives to support workforce development. More is planned to strengthen the NPA’s contribution to Liberia’s economic growth,” Hon. Dukuly stressed.
Hon. Dukuly further called on the workforce to cooperate diligently in advancing the agenda of President Joseph Nyuma Boakai, with the shared goal of making Liberia a better place for all its citizens.
He emphasized that 95% of the country’s GDP comes through the NPA, and as such, the National Port Authority plays a pivotal role in the economic growth of Liberia. Hon. Dukuly said the NPA remains dedicated to fulfilling its mission of enhancing Liberia’s port facilities and creating sustainable economic growth through expanded trade routes and improved logistical networks. Yesterday, the NPA Anchors defeated the Samira FC 1-0 after 90 minutes of play at the Antoinette Tubman Stadium in the Orange LFA second division league. The goal came in the 91st minute of extra time.
Striker George Douda hit the back of the net a few minutes later when he was brought in from the bench. This win puts NPA Anchors at six points, two wins and one loss during a post-match interview, Striker Douda said the team is in good spirit and ready to go back to first division status. For his part, the Senior Coach of NPA Anchors Mr. Gray C. Haizel, said he was impressed with the team’s performance and the level of cooperation being received by the technical staff from the players.

She emphasized that the images will be an essential tool for attracting potential investors to Liberia, showcasing the nation’s progress in port logistics and economic development.
During the tour, the team captured photographs of significant areas, including the AMOCO Pier and the Bong Mine Pier. These sites represent critical components of Liberia’s port infrastructure, essential for facilitating international trade and commerce.

HPX Delegation Conducts Assessment at the Port of Buchanan
Buchanan, Grand Bassa County – October 22, 2024: A high-level delegation from the High-Power Exploration Inc. (HPX) visited the Port of Buchanan today as part of a comprehensive assessment aimed at exploring potential iron ore export operations through Liberia. HPX, a leading American mining company, is exploring the possibility of exporting iron ore from Guinea via Nimba to the Port of Buchanan.
Upon their arrival, the delegation was warmly welcomed by Mr. Jonathan L. Kaipay, Director of the Port of Buchanan. Mr. Kaipay expressed the enthusiasm of the National Port Authority (NPA) Senior Management Team in receiving the HPX delegation and underscored the importance of collaboration between HPX and NPA in achieving mutual goals.
He described the Port of Buchanan as a vital national asset, emphasizing that HPX’s interest in utilizing the port for export operations aligns with the Liberian Government’s development objectives. Early this year, the leadership of HPX had a groundbreaking meeting with President Joseph Nyuma Boakai in which they expressed interest in making a Five Billion dollars worth of investment in our railway transportation.
In a brief statement, the head of the HPX delegation, Mr. Kelvin McCain, highlighted the purpose of the visit as a thorough assessment of the port’s capacity. He noted that HPX is committed to working with the Government of Liberia to enhance both the mining sector and multiuser infrastructure opportunities in the region. “HPX looks forward to being part of Liberia’s growth and contributing to the expansion of its mining and infrastructure capabilities,” Mr. McCain remarked.
HPX is an American exploration and development company focused on advancing its high-grade, long-life iron ore mine in the Lola region of Southeastern Guinea. The company’s major shareholder and technology provider is iPulse Inc., a U.S.-based firm founded and chaired by Mr. Robert Friedland.
